The Yellow Card Bill

A bipartisan immigration proposal — conceived and developed by Daniele Oliver, Founder and President of the United States Immigrants Center (USIC), since 2023, and presented to members of the U.S. House of Representatives and the Senate in Washington, D.C.

The idea

Project Yellow Card is a bipartisan, non-amnesty immigration framework designed to address the humanitarian and security crisis at the U.S. border while disrupting the multi-billion-dollar criminal networks that profit from illegal migration. It creates a legal channel for economic migrants through a paid, verified application process — reducing asylum abuse and turning the funds now captured by smugglers into lawful national revenue. Cardholders could also travel abroad temporarily and re-enter the United States lawfully.

Why it matters

  • Redirects the $4–6 billion earned annually by transnational smuggling networks into regulated, lawful channels.
  • With lawful authorization, the U.S. could gain an additional $40 billion in annual revenue.
  • Undocumented immigrants already pay about $96.7 billion in federal, state, and local taxes each year.
  • Yellow Health: a proposed program allowing immigrants to pay directly for their own health coverage instead of relying on Medicaid or emergency services — potentially $33 billion per year at scale.

Status

The Yellow Card Act exists today as a discussion draft, shared with federal policymakers for feedback and debate. USIC continues to develop the proposal and welcomes substantive review.
